Mixed-Use Zone within Hoa Lac Hi-Tech Park
Hoa Lac Hi-Tech Park is the first and largest high-tech park in Vietnam, established by the Government and managed by the Hanoi People’s Committee. Covering a planned area of 1,586 hectares, the park consists of multiple functional zones, including the Software Zone, Research and Development Zone, Education and Training Zone, High-Tech Industrial Zone, Central Zone, Mixed-Use Zone, Residential Zone, and Recreation & Sports Zone.

A multi-functional service zone designed to provide social infrastructure and utility services, including business, commercial and service facilities, shopping centers, restaurants, offices, serviced offices, serviced apartments, accommodation facilities, healthcare facilities, kindergartens, primary schools, secondary schools, high schools, community services, green parks, parking areas, and more.

1. Strategic Position and Role of Hoa Lac Hi-Tech Park

Hoa Lac Hi-Tech Park is Vietnam’s first high-tech park, playing a pioneering role in leading innovation, creating spillover effects, and providing valuable lessons for the development of other high-tech parks across the country.

On November 24, 2023, Hoa Lac Hi-Tech Park was officially transferred from the Ministry of Science and Technology to the Hanoi People’s Committee. In addition to its position as a national high-tech hub, the park also benefits from the strategic advantages and resources of Hanoi.

2. Strategic Location & Strong Infrastructure Connectivity

Prime location, situated approximately 37 km from downtown Hanoi, offering convenient access to airports, seaports, and strong regional connectivity. The completion of Ring Road 4 is expected to significantly reduce travel time.

  • Connection to central Hanoi: Direct access via Thang Long Boulevard (6 lanes, high-speed route). An elevated railway connecting Hoa Lac Hi-Tech Park to central Hanoi is currently planned, with a target operation year of 2026.
  • Connection to Noi Bai International Airport: Approximately 1 hour of travel time.
  • Connection to seaports: Convenient transport links to Hai Phong International Port and Cai Lan Port, with travel times ranging from 1.5 to 2 hours.
  • Proximity to major industrial zones in Northern Vietnam: Relatively close and strategically positioned as a central hub. Major industrial parks are located within a 100 km radius, facilitating seamless connections between R&D activities, manufacturing, and the exchange of goods and services.
  • Ring Road 4: Once completed, it will further shorten travel time by separating interprovincial traffic from urban traffic.

In addition, the park’s internal infrastructure system has been fully completed and is ready for operation, supported by a high percentage of cleared land and strong commitment from Hanoi city authorities

3. Special Incentives & Policies under the 2024 Capital Law

The special incentives and policies are stipulated under the Capital Law No. 39/2024/QH15, dated June 28, 2024, including:

  • Clause 2, Article 24 – Development of High-Tech Parks: This provision defines Hoa Lac Hi-Tech Park as a key national and capital-region hub for research, development, testing, application of high technologies, high-tech workforce training, high-tech manufacturing, and innovation. It also serves as a pilot area for testing mechanisms and policies related to the development of high technology and high-tech parks nationwide.
  • Article 42 – Attraction of Strategic Investors: This article outlines the list of priority sectors and industries for attracting strategic investors to Hanoi, along with detailed conditions, procedures, and implementation processes.

Hoa Lac Hi-Tech Park is located approximately 30 km from central Hanoi, at Km29 of Thang Long Boulevard, with modern transportation infrastructure providing convenient connections to Noi Bai International Airport, Hai Phong Port, and Cai Lan Port. The park is divided into clearly planned functional zones with designated land areas, including specialized zones for software development, research, industrial production, education, residential use, services, and recreation. Its technical infrastructure—including water supply, electricity, telecommunications, and waste treatment systems—has been comprehensively and modernly developed to ensure efficient and reliable operations
